passes V(VFB), COMP
pops to ~ internal
SSTART voltage +0.7V
Internal SSTART rises until
~ VCC-1V, then gives command
to attempt RESTART
COMP Clamps
~ 3V
After pop, COMP
retains internal
SSTART slope
ENABLE
